The PROMETHEE method is a new method using outranking principles that can handle many comparisons, taking into account qualitative data as well as quantitative data and providing six types of preferences against criteria that can adequately represent all types of decisions to resolve cases.
Basically, PROMETHEE has similarities with some other MCDM (Multi-Criteria Decision Making) methods, both in terms of process and outcome. However, PROMETHEE put more emphasis on simplicity pattern of outranking calculation of input criteria (Anthonio, n.d.).
In this application there are two basic data that is alternative data and criteria. Alternate data and criteria are dynamic, meaning they can be tailored to different cases. The analysis process starts from the input process of the criteria comparison value and followed by the input of alternative comparison value.
